Waukegan,Illinois. Slang street term made by the urban members of the city, based off it's high crime rate. The term came after Spike Lee directed the film "Chi-Raq"

Once they convince you to give personal information about your identity. In most cases they will alert their operator to steal from you.

This guy really thinks that chick is going to video chat after he gives up his credit card number! I know what an errotibot will say,but he must be either desperate or wants his identity stolen!
