The speaker is trying to get their message across to the listener but the listener doesn't understand. So that means the speaker is not being understood and the listener is actually not not understanding but in fact it's actually just silence that has happened, just like after the attempt of communication has ended and moved on to the next segment.

Well you see here, there's already a problem happening without this answer, so it's more like I'm shifting the problem to the ones that well think they're better and more intelligent than others, so they won't have trouble with the problem because well they think they're smart!
