adj. used to describe someone (often a man in a relationship with a horsegirl/woman) who probably makes a decent salary and would be otherwise well off is but broke due to excessive spending on horses (often to appease the horse-crazed wishes of the horsegirl/woman).

rich people poor

When you can afford the basics but nothing else. Didn't grow up with the nice clothes, new electronics, vacations, etc Still had food on the plate, still had some clothing, still had internet access (if gen z)
synonyms: working class, lower middle class
Basically: You're poor according to the middle class, upper-middle class and the rich, but you're too rich for "true poverty"
Often gatekept out of being "disadvantaged" or being "just above the poverty line", but didn't grow up with the luxuries of the middle class or the upper class

Columbia Poor

When in rural texas you can afford a 6000 sq ft house, a ranch and a 40 acre farm but you live in Columbia M D and cant afford shit. Atleast you can afford a months rent for a 400 sq foot apartment

My family makes 70 thousand a year but we are still Columbia poor
