1. An expression that something is going to be cool, slightly crazy, or interesting
2. Used (sometimes sarcastically) as an expression of boredom or disinterest (like whoop-dee do in some instances, but less sarcastic, more bored) - i.e. something is not going to be slightly crazy or interesting.

1. 'We're going to salt the cheese of the hair toad's cogswiggle this lattereve', 'Floopy doo!'
2. "I have planned this weekend to visit the freeway and take pictures of the curbside pylons.", "Floopy doo. What a wild and interesting life you have."
