Short for skid mark. Often to refer to the criminals, homeless, drug abusers, panhandlers, etc., as they are seen as the skid marks on society.

A nonsensical saying can mean whatever you need it to. Can be used in a variety of contexts to express extreme joy, sadness, grief, stokeness, etc.

A variation exists where the word "dude" is used in place of the word "boo"

"How was your bike ride?"
