incomplete truth

meaning, a single truth. the whole truth would be like web of truths you can call details if the whole truth was an event. An incomplete truth would be a whole truth that is missing a detail(s) that would define it as whole.

The official report states that Osama bin laden ordered the attacks to the world trade center on 9/11. however, conspiracy theorists would argue that that is an incomplete truth.
